Operational Testing, Evaluation and Validation of Responder and Security Programs, Equipment and Technology

To reduce wasted money, time, and effort, the National Domestic Preparedness Coalition (NDPCI) conducts independent operational evaluations, tests and validations of responder and security programs, equipment and technology to ensure that it actually meets the needs of emergency responders and security professionals, and increases their capacity to protect us.

Testing for the U.S. Department of Homeland Security

equipment test.jpgThe NDPCI, in partnership with Dr. Allan Turner, Research Professor, Criminal Law and Society at George Mason University, developed a proprietary methodology to operationally evaluate responder equipment technology. The methodology was used by the Coalition to evaluate off the shelf as well as new and emerging equipment for the U.S. Department of Homeland Security’s System Support Division and the Office of Science and Technology. Operational Validations were performed on various technologies including: Night Vision Equipment; Smart Video Surveillance Systems; Wireless Video Surveillance Systems and Multiband Radios (MBR). The NDPCI tested the MBR technology at the 2010 Olympic Games in Vancouver, BC, for the U.S. Department of Homeland Security, Science and Technology Directorate.

Independent Operational Assessment for Vendors Bringing New and Emerging Equipment / Technology to the Responder / Security Professional Market

IMG_0425.jpgThe NDPCI conducts operational assessments of new and emerging equipment and technology for companies who wish to bring their products to the responder market / security professional market. The key element of the process is obtaining unfiltered feedback from emergency responders who use the equipment under local operational conditions and report to independent evaluators from the response / security community. The Assessment Team determines how, when and where the technology could be used under local operational conditions; if the technology has the capability of effectively meeting operational needs; what strengths and weaknesses it may possess; and what impact the devices could have on operational policies and procedures. The Assessment will determine if the Equipment or Technology:

 

1. Can be used by the applicable responder/ security professional effectively and efficiently

2. With minor modification(s) can be used by the applicable responder/ security professional effectively and efficiently

3. With major modification(s) can be used by the applicable responder/ security professional effectively and efficiently

4. Is not suitable for the responder / security professional

All evaluations completed for a company wishing to bring their product to market are confidential.

Operational Assessments of Technology and Equipment from Manufacturers outside of the US

For companies outside of the United States that wish to bring their Responder / Security Professional related equipment / technology to the US, the NDPCI will help determine if they are applicable to the U.S. Responder Market. The Assessment Team will determine how, when, and where the technology could be used under local operational conditions in the U.S.; if the technology has the capability of effectively meeting operational needs in the U.S.; what strengths and weaknesses it may possess; and what impact the devices could have on operational policies and procedures in U.S. agencies. All evaluations completed for a company wishing to bring their product to market are confidential.
