Scope

The “Improvised Explosive Devices (IED), Package Inspection and Mail Room Procedures” course provides Emergency Responders from all disciplines as well as Private Industry partners with a basic understanding of explosives, Improvised Explosive Devices and Booby Traps; package handling, mail room procedures and bomb threats; Vehicle Bombs and Inspections; and the use of X-Ray Technology. This course applies to participants nationally and includes Federal, State, Local and Tribal Jurisdictions and the Private Sector.

The Department of Homeland Security (DHS), National Training and Education Division (NTED) State and Federal Sponsored Course Catalog provides a list of courses from which states, territories, and urban area representatives may use Homeland Security Grant Program (HSGP) funds to provide training for personnel. The Improvised Explosive Devices (IED), Package Inspection and Mail Room Procedures Course was sponsored by the State of New Jersey, reviewed by NTED and is included in the NTED State and Federal Sponsored Course Catalog under course number NJ-016-PREV.

Overview

The Improvised Explosive Devices (IED), Package Inspection and Mail Room Procedures Course is a two (2) day Instructor Led Training (ILT) and is broken into four (4) modules.

The first module provides Emergency Responders and Private Sector Security Professionals with a basic knowledge of Explosives, Improvised Explosive Devices (IED) and Booby Traps; how to recognize them and what to do when they encounter them. The Second Module teaches Responders and Security Professionals how to recognize suspicious packages, package handling and mail handling procedures and what to do when they encounter a suspicious package. Lastly they are taught about Bomb Threats, from receipt to clearing the bomb threat.

The third module of the course focuses on Vehicle Borne Improvised Explosive Devices (VBIED) and relies upon the basic concepts taught during the first section of the course. This section provides case studies of VBIEDs including the attack on the Alfred P. Murrah Building in Oklahoma City; VBIED and Aircraft Construction and Indicators; as well as Vehicle search techniques and procedures.

The fourth module of the course focuses on using X-Ray technology to recognize suspicious items and improvised explosive devices; this section is also reliant upon the concepts taught during the first section of the course. This section provides an overview of X-Ray technology; images produced by X-Ray, recognition of typical construction of items that will commonly be X-Rayed, such as, laptop computers, cell phones, cameras, GPS and music players; images that suggest indicators of an IED; and includes several practical exercises using the participant’s X-Ray technology, when the course is held on site, or using slides when held in a facility that does not have access to X-Ray technology.
